Any hazardous biological agents and toxins; any radioactive or radiological material that emits ionizing radiation; any solid, liquid, or gaseous chemical that is toxic, explosive, flammable, or corrosive, or could otherwise adversely affect the health and safety of the public or the workers or harm the environment. Fuel oil and gases are excluded in the definition of hazardous materials used in this Order.
